The text config file solutions to the desktop switching problem others have posted
are probably better, since they're portable between distros. However, to answer
your question the tool is, in KDE, located under System and is called "Desktop
Switching Tool." It appears to be a GTK+ application. This is under YDL 2.0, with
the developer install.
