Sure. Any particular aspect? - do you mean 'is it technically possible?'?
Sure, that's the easiest part. It's much harder to get the legal bits and
financial bits worked out - I work at an ISP, and -far and away- the worst
part is dealing with vendors - they all suck.

But yeah, you can roll your own DSL.
