Subject: rpm can't find installed depandancies

while trying to upgrade mysql:
first it wont install because of the prior version's depandancies breaking
and when set to just "rpm -U mysql.rpm" it wont go in because it can't see
the necessary libmysql libraries which are installed in the correct place.
while on the subject, why do most of the rpms do this? the required files are
there, but the rpms won't see them. these ppc rpms, btw.
