Never mind...

In all of the documentation that I've read, nowhere does it mention needing
the rpm-build package. If I hadn't stumbled over the brief words in a
random post somewhere else on the net I never would have known...

In any case, after installing that package it works now. Just have to sort
out all the php dependencies first...
