ftp Server not Home

Can't get the ftp server to say howdy:

        Connection closed by foreign host. Service not available.

I un-commented the two obvious lines in /etc/inetd.conf , and can telnet in ok.
Looked in proftpd.conf & saw the "basic" configuration.
Figure I must need to indicate the IP address of the server somewhere (?)
Anybody know what changes to configuration files need to be made??
I'm running YDL CS 1.2 on a G4.
