Actually, no. A TLD is .com, .net, .org, .uk, or .info, that sort of
thing.

domainname.com is a second-level domain.

Yes, it is possible to have a linux box function as a domain name server,
and run POP3, http, telnet, and ftp servers.

If you want a second-level domain name under the one of the top-level
domains, you'll have to register it. http://www.networksolutions.com/,
http://www.register.com/, or many others will help you do that.

Once you have a second-level domain, you can put whatever you want
underneath it ... www.domain.com, ftp.domain.com,
I.like.really.long.hostnames.domain.com, that sort of thing, for no extra
charge, just by putting them into DNS.

Note that you don't need to run a domain-name server to do any of this. In
fact, if you're new to it, I'd recommend that you NOT run a domain-name
server, and either get somebody else to do it for you, or get the domain
registrar where you buy your second-level domain, to do it for you.

DNS is ugly, and unless you understand it, a PITA.
