webmin install problems

Trying to install webmin and am following the instructions on YDL website.
First step went fine I think. From within directory Net_SSLeay.pm-1.05 I
type perl Makefile.PL I get cannot find OpenSSL I need to give it a
directory. However I cannot find a directory or find it at all. Did the
first step fail? How can I tell?
