rpc.rstatd doesn't seem to work on YDL 2.1

Subject: rpc.rstatd doesn't seem to work on YDL 2.1

I recently upgraded from YDL 2.0 to 2.1 (using a fresh install of
2.1). I seem to have lost rpc.rstatd functionality. I can
remotely monitor cpu usage on a YDL 2.0 machine using rup or
Sun's perfmeter. I cannot do this in YDL 2.1. I checked in
/etc/rc3.d and compared the 2.0 and 2.1 machines and found that
my 2.1 machine is starting all the daemons started by the 2.0 machine.

When I try rup'ing the 2.1 machine, I get:

%rup ydl21host
rup: ydl21host: RPC: Timed Out

Whenever I try /etc/init.d/rstatd restart, I get:

[root@ydl21host rc3.d]# /etc/init.d/rstatd restart
Stopping rstat services: [FAILED]
Starting rstat services: [ OK ]

Any help would be appreciated.
