I have just been through this one!

There are two types of Mac in this respect.

Macs before iMac & B&W towers are 'Old World' and all the 'ROM' really is in
ROM.
(It is all explained in Apple Technotes TN1061, TN1062, TN1044, TN1167)
So there is no need for the ROM image to be stored in the system folder - I
presume the MacOS installer is smart enough to know this.
In order to get hold of the ROM image, you have to use an apple utility
'tomeview' to extract it from the MacOS installation CD. These is a link for

However, the new 'coloured Macs' are 'New World' and the only thing that
really is in ROM is the booting software. The MacOS Toolbox software which
was in ROM since the earliest Macs (and which is what Mac-on-Linux needs to
work), has been moved into RAM, so it must be loaded from disc at boot time.
Hence on coloured Macs you will find that there really is a file called 'Mac
OS ROM' already in your System Folder - no need for tomeview.
