AFAIK, not yet. Below is a relevent post made to the LinuxPPC dev list. Paul (who is being addressed) is the current PPC kernel maintainer.

Can you please make a decision regarding which version (or both) of the
AltiVec ptrace support should go into the kernel.

The change is holding up altivec support for gdb.
