Kevin-
Not sure if will work on your system, but after a standard installation, all
I do is type poweroff (nothing else and do not have to be su or root) from a
terminal window in KDE or the cmd line to shutdown or to reboot, I tyoe
reboot form the same place (also as a user not root).
It works for me.
