I haven't had a chance to play with WebMin yet, but I did a quick
Google search and found this that might help you out:

Another thing you might want to try, in addition to the other suggestions,
is to verify that WebMin is actually listening for connections using
'netstat -ln'. I would imagine it would look something like this:

  [ken@byte-8 ken]$ netstat -ln
  Active Internet connections (only servers)
  Proto Recv-Q Send-Q Local Address Foreign Address State
  tcp 0 0 0.0.0.0:10000 0.0.0.0:* LISTEN
