Why can't I log in to FTP?

Hi. Another newbie question.

I've gotten wu-ftp installed and can log in anonymously. But my normal
'unix' user names cannot log in. I've read through the man pages and don't
see anything I'm doing wrong. Here't what CuteFTP reports when I'm trying
to log in:

STATUS:> Socket connected. Waiting for welcome message...
         220 6116 FTP server (Version wu-2.6.1(1) Sun Apr 29 15:25:40 MDT
2001) ready.
STATUS:> Connected. Authenticating...
COMMAND:> USER testuser
         331 Password required for testuser.
COMMAND:> PASS ********
         530 Login incorrect.

What should I check to make sure everything is set up correctly?
