problem with fdisk

I've have some problems with fdisk when installing CS 1.2.
I searched the list archives and found that this is a very common
problem, the solution seems to be: "restart after partition", but in my
case it's not working. The machine is a 7200/90, and the disk is an
external SCSI drive, Quantum 4GB. Could this be the problem? the fact
that the disk is an external drive?
