For security, and by design, you cannot normally telnet nor ftp as root.
Console or su only.
What I'd recommend is create a new user account (/usr/sbin/useradd) or use
nobody or web as the owner for your Web site. The web root directory
(/home/httpd/html) should be chowned to this user. Then you will be able to
ftp in from DW, Vicomsoft, or any other FTP connection, and change to the
correct directory.
As for netatalk, you can connect as a user as well and access the default
home directory. To see directories higher in the heirarchy, hold down the
command (apple) key while clicking on the title name of the window. This
will let you navigate up the heirarchy. This functionality has been in MacOS
for a while.
