1) Find a distro which still has a linuxconf (RH was dropping it last I

from the srpms.
2) Try to compile up the rpm using rpm --rebuild <package>.src.rpm .
Take note of any failed dependencies.
3) If you have failed dependencies, download those srpms and return to
2) with the failed dependencies... after they have built, install them
and return to what you tried to install previously.
4) When you have installed all of linuxconf's prerequisites, install
linuxconf: rpm --install /usr/src/rpm/BUILD/ppc/linuxconf-blah-.ppc.rpm
(you will have to install linuxconf dependencies in the same way).
If this sounds complicated, it is...
