Darwin Streaming Server is available here:
http://www.publicsource.apple.com/projects/streaming/.
You'd have to compile it for ppc, their linux binaries are x86.

Now, I don't know if that does shout/ice cast.
Another thing is mod_mp3 which is an apache module to serve shout/ice
mp3 and ogg files.
However, I don't know if it does direct streams (i.e. not files).

Please let me know what you find out!
