I tried the newer XFree86, but with the same results.

Poking around in the XFree86 source, it looks like Emulate3Buttons
strictly emulates button 2 in terms of buttons 1 and 3. I'm guessing
that xmodmap's configuration takes effect at a higher level. So if the
mouse driver only generates buttons 1 and 2, that could explain the lack
of emulation.

Does anyone know anything about PS/2 or ADB mouse drivers? In
particular, maybe a real PS/2 mouse driver uses buttons 1 and 3 for a
two-button mouse, but the ADB driver uses 1 and 2.

BTW, in case anyone from Terra Soft is listening, /etc/sysconfig/mouse
contains the comment:

# Run yimouse to re-configure this file

There is no yimouse tool. It should specify mouseconfig instead, a
python script (which generates the misleading comment).
