Well it turns out this was a problem with Sourceforge...
The LinuxPPC Faq-o-Matic is online again at
http://lppcfom.sourceforge.net/fom-serve/cache/1.html.
I heartily recommend it as a starting point for basic stuff like "How
do I turn on FTP?"
and "Why can't I startx as anyone but root?"
