That means the last time you fsck'ed your hard disk was more than the
maximum allowed number of mounts ago (you mount your disk as part of the
boot process).

There is a maximum number because it's just assumed that if you leave your
disk unchecked long enough, there will be problems with it.

It may seem inconvenient sometimes, but it's a feature designed to
protect your data. :)
