Because you're mixing things from two different config files. The
stuff from the PC was part of its /etc/X11/XF86Config (the XFree86
configuration file). The file you were trying to change is
/etc/sysconfig/mouse, which controls mouse settings used everywhere
rather than just in X11 (the mouse is active even when you're sitting
at the text console).

You should be able to make X11 do what you want by editing
/etc/X11/XF86Config (the file may actually be XF86Config-4 for
XFree86 4.x versions).
