I have bad news for ya... your ISP is probably blocking your web server.

When the Code Red worm hit, most ISPs blocked incoming trafic on port 80,
the one used for HTTP servers like Apache, to stop the virus from spreading.
It was effective, if about as subtle as carpet bombing ;{>

Most ISPs have a clause in their Terms of Service that forbid you from
running any sort of server. Before Code Red, most looked the other way,
unless you were serving up A) kiddie porn, B)wArEz, or C) gigabytes per
month. They took advantage of the virus scare as an excuse to shut down all
servers on their networks.

As an aside, I don't know what you're paying for the extra IP, but you might
look into a broadband router. I have one, a Linksys BEF4sumthin, and they're
getting pretty cheap. I saw mine on sale recently for $80. With a router, up
to four computers can share a local "private" network, and all share the one
IP from your ISP. Your computers can all talk to each other directly on the
private network, and your ISP's filtering won't be a problem. Of course, if
I'm right about your ISP, no one outside your private net will be able to
see your web server either way.
