YDL 2.1 transaction set error

I have searched around the archives and found a bunch of references
to this error, but no solutions.
I am trying to install YDL2.1 and during the package install I keep
getting an error running transaction set. Please correct this
manually.
What does this error mean and what can I do about it.
I am installing from the .iso disk image that I burned onto a CD.

Did anyone find a fix to this error (or even an explanation for what it means?)
