It should be on your CD, otherwise, take a look at rpmfind.net.

It might be "Xemacs" and not "xemacs"

That is evidentially what I am missing, thanks. (Can you tell that the last
time I ran emacs the president was named Reagan?)

Now, aside from spelunking the fsf site, is there a good place to download
this from? It wasn't installed by default.
