ADSL here is 2.5 Mbps downstream and 512kbps upstream. My cable modem here
gets on average 3.0 Mbps downstream and 450kbps upstream. ADSL here does
NOT use PPPoE. I should mention that both of these connections go for about
$35 Canadian a month. (check out http://www.shaw.ca and
http://www.telus.net if you don't believe me)
Not everyone has the exact same DSL setup as may be available in your area.
Now, as to reliability... When we originally went with ADSL everyone who was
on cable was having outages several times a week, poor performance, etc. At
the time we were also getting on average 3.2 Mbps on our ADSL line. We had
pretty good reliability overall, except for one time when we were down for a
month due to problems at the CO. That wasn't very pleasant. Now we're on
cable... I still here of people having a lot of outages but they're almost
entirely related to the @home mail servers/proxy servers/etc. none of which
I use (that's the whole point of my linux server). I'd get slightly faster
upstream with DSL and slightly faster downstream if I stick with my cable
line.
The long and the short of it is it totally depends where you are, who your
provider is and what you're planning on doing with your connection. If I
didn't run my own mail server I wouldn't touch cable just yet. In my area
my cable provider has just started setting up their own mail servers which
has taken care of the mail reliability though.
