Oops! - the directory as it turned out contained both i386 and ppc RPMs,
and it seems RPM wanted to check dependancies before it checked the
architecture as it tried to install the i386 ones as well as the ppc
ones. The fix was:

[root@jessica RPMS]# rpm -U openssh-*ppc*

(Sits in the corner with dunce cap on)
