DHCPD error

I'm using kernel 2.2.17pre16 and got the following error trying to start
dhcpd:

Socket: protocol not available, make sure CONFIG_PACKET and CONFIG_FILTER
are defined in your kernel configuration!

Is this in a module; if so which one? If not, guess I have to recompile.
