There's another solution but it requires you to roll your own kernel of the 2.4.0 variety... you should set the traffic shaping and QoS features of the kernel (Better descriptions are given in the help options which should point you to the right pages for configuration tips), the only problem with that is the fact that some daemons don't work properly when throttled in the same system. If you need to use INN I advise you filter all but the relevant newsgroups for you and limit the updates to once or twice a day.
