This is probably of minimal help, but my experience indicates that there
is a package, not included in the Base Install, that fixed the problem.
Due to constraints on free space, I did a Base Install and then manually
added the extra packages that I needed. Before adding extra packages, I
was back to a black cursor. Afterward, the cursor behaved correctly.
Sorry I can't provide more useful information, but I will let you know if
I managed to track down the culprit.
