OK, after poking around in the code, the max backlight level
really is only 15 in both 2.2.17 and 2.2.19. I think it must
be X-related. I tried upping the gamma value a bit, however
it's difficult to tell whether it really got brighter since I
have to log out of X and back in. Maybe it's wishful thinking
that makes it seem brighter. Hmmm...
