Subject: Picking runlevel at bootup?

Another question I couldn't find answered in the archives.
Is there a way to select the runlevel of the system while booting up. In
otherwards I would like to stop the boot process from reaching level 3
during boot, stopping at level 2 ( no networking I believe).
