Do you need to choose it interactively, or do you just want to set it
permanently to boot into runlevel 2?
To do the latter, you can just change your /etc/inittab, the initdefault
line, to read
id:2:initdefault:
There are comments in inittab that tells you what it does. I'm not sure
if you can pick your runlevel interactively at startup...
