It probably means that inn and inn-devel are not installed.

Try this:

rpm -Uvh inews* <- inews was installed on most of my boxes. That should
upgrade it.

then try this:

rpm -qa | grep inn <- If you see:
inn
inn-devel

Then you've got inn and inn-devel installed - and there's something else
going on. My guess is that you don't have it installed and that's why
you're getting that error. I got it on a couple boxes that I was upgrading
- they didn't have inn or inn-devel on them.
