Netscape permission

I recently installed the Netscape 4.7 from the Ruf-Pacs folder on the
YDL ftp site. Now though, I cannot run Netscape unless I login as
root or invoke 'su' under another login. I checked the only obvious
thing to me - permissions. They look fine - everyone UG&W have all
permissions. Is there something else I am missing?
