No they are not developer releases. The linux kernel has a major, minor
and revision release number (in that order). If the minor release
number is even, it is a stable release. If it is odd it is a
development release. So both 2.2.12 and 2.2.6 are stable releases.
2.2.12 is of course newer. There is also development going on on 2.3.23
or so.

Upgrading on the mac is pretty easy if you are using the pre-built
vmlinuz binaries and just dropping them in your system folder.
