Subject: newbie/ create groups

Just starting out, trying to create new users and groups for FTP access. I
have created one new user (other than root), now I want to add that user to
a group and give FTP access to the root of the HTTP directory (this is for
me) how do I do it. Where is there good documentation on doing these
simple things?
