Things to check:
- look in /etc/inetd.conf to make sure that your "ftp" line is uncommented
- check to see if you have the binary listed there (probably in.ftpd, which
might be in /usr/sbin).
if you don't, you'll need to install an ftpd rpm (like proftpd)
- configure /etc/proftpd.conf
- check /var/log/messages for error messages related to ftpd
