I belive webmin by default binds to the localhost address and nothing else
for security reasons, you don't want the ability to change everything
about your system publicly availible to the workd, do you? :)

do a "rpm -qi openssl" and if you get "package not installed" as a return,
then it's not installed. You should be able to install it with yup from
the CD or using rpmfind.

Once installed you can then intall the Net::SSLeay Perl module jsut fine.
You can also use the CPAN module to do auto updates and installs of perl
module, though you should be sure to update the CPAN module (probably by
hand) first, as it has a bug that makes it want to install an updated perl
:)
