Something else to try:
  [ken@byte-8 ken]$ watch -n 1 cat /proc/loadavg

This will give a top-like output where it executes 'cat /proc/loadavg'
every 1 second and refreshes the terminal window. Use ctrl+c to exit.
Run this and in another window do something that'll put a load on the
system. The kernel compile was a good test.

If it still reports zeros, I would be inclined to think that processes
don't have the ability to update the proc filesystem. Check to see if
the filesystem is mounted with read-write access:
  [ken@byte-8 ken]$ mount | grep proc
  none on /proc type proc (rw)

Also, make sure that anyone can navigate the directory structure:
  [ken@byte-8 ken]$ ls -al /proc | grep "\."
  dr-xr-xr-x 45 root root 0 Feb 20 13:32 .

Aside from that, I'm out of things to try. If this doesn't help, and
you find out what fixes it, please post what you did.
