bash is really close with "rbash" or "set +r" however disabling the cd
command entirely makes it too tight.

Actually, you could, but it'd take some serious hacking building a chrooted
environment. More work than it's worth. To put it bluntly, anyone you don't
trust enough to browse your filesystem, don't let on the system in the first
place.
