Hmmm...

  You should get some sort of response, assuming that is a real internet
address. I know there are some other addresses that are set aside as local
addresses (192.168.x.x jumps to mind). It's possible that your ISP gives
you a fake address and then handles getting the packets to you, although I
think this is unlikely.
  What is probably more likely is that your ISP has some sort of access
control set up to "protect" you. This may be some sort of firewall or
packet filter, but I am not really experienced enough to help you identify
this kind of thing. Some ISPs do not allow their home/consumer customers
to run servers. This allows them better control over their network and
allows them to provide the vast majority of their users (or so i'm told),
with extra protection from exploitation. You might want to check with your
ISP about this, or ask around for other people who use the same ISP.
