Indeed, OS X beta came bundled with Apache, if my memory serves me.
I think you can build pretty much what you want at the command line,
though I don't know what the situation is with gcc availability for
it. I installed and messed around with OS X beta on my G4/350 when
it first came out, but there were no dev tools with it that I could
find. I'm sure it's come a long way since then. (Actually, it had
/better/ come a long way as the public beta was fun, but was from
prime time.)
