Apache permissions

When accesing my Apache server over the web, I get a 403 error, "you don't have permission to access / on this server"

I was getting the followinf errors in httpd.conf which caused httpd to fail on boot:
1. PerlHandler syntax error, possibl mis-spelled or module not loaded in server's configuration. I fixed this by commenting the line, as I didn't think I'd need perl to test the server.
2. ScriptAlias syntax error "needs both real name and fake name. The reference to cgi had an extra " at the end which I removed.

httpd now boots OK, but nobody can access the site because of the permission denial.

Any body know how to fix this?
