This is a dead thread, but I just ran into this problem at work the other
day as well and discovered that another culprit for this behavior is that
your router might be hanidng out information very solwly, so atalkd can't
get a completele copy of the ZIP info before nbprgstr runs.

You can try putting a "sleep <some number of seconds>" after the "daemon
atalkd" in the atalkd_startup() function in /etc/init.d/atalk to give
atalkd some time to get the ZIP routes and names synched before trying to
operate on them. I had to sleep 600, but there are about 100 zones and
our routers have a bug which takes about 5-10 to get all the zone info
out to a client.
