Yep, empty even after rebooting.
FWIW, the ports are found during the boot:
dmesg includes the following lines:

PowerMac Z8530 serial driver v2.0

tty00 at 0xf3013020 (irq=15) is a Z8530ESCC
port=modem
tty01 at 0xf3013000 (irq=16) is a Z8530ESCC
port=printer

I guess I need to learn more about how the /proc
filesystem is created in order to find the culprit.
Maybe I'll just try a fresh install out of
desperation.
