Proftpd help

Ftp quit working, so I went to reinstall the proftpd rpm. I did rpm
-e for the proftpd rpms, but it says that they weren't isntalled.
However, when I try to install them, it says they're installed! How
can I do a clean installation of the proftpd rpm and fix this mess?
