I managed to fix this. It turns out that the CONFIG_FB_ATY
configuration variable was not set. the xconfig tool has the
radio button blanked out for some strange reason, so I went in
and inserted:
CONFIG_FB_ATY=y
by hand into the generated .config file. This also happens to
give me the accelerated graphics that I had previously been
missing all along (and never realized it). I can now uncheck
the "No video driver" box in BootX. The graphics in X are now
super fast...sweet. :)

It seems I broke PPP somehow, though. :( Problem 1 is that my
ppp-up script for some reason no longer calls chat; problem 2 is
that, even if I cann chat by hand, the modem doesn't respond at
all. Doh!
Any ideas?
