Red Hat Linux release 6.9.5 (Pinstripe)
Kernel 2.2.16-17 on an i686

[agrajag@devera skel]$ pwd
/etc/skel
[agrajag@devera skel]$ rpm -qf .bashrc
bash-2.04-8
[agrajag@devera skel]$

Appears to be fixed in the beta :)
And I agree, this probablly all originated with the way Red Hat did it.
